2. Collection and processing of personal data

Lahti Foundation of Housing and Services for the Elderly collects data about its tenants for the selection of tenants based on the Government Decree on the Selection of Tenants for State-Subsidised (ARAVA) and Interest-Subsidy Rental Dwellings (166/2008) and the Decree of the Ministry of the Environment on the Application Form for State-Subsidised (ARAVA) and Interest-Subsidy Rental Dwellings and Its Appendices (904/2006). The collected data is based on the decrees mentioned above.

In the application phase, applicants are required to provide the following data: the personal data of all individuals moving into the apartment (personal identity code of spouse or common-law partner), the applicant’s need for an apartment, the income and assets of the members of the applying household, the data of the apartment applied for and the data of the applicant’s current apartment. This data forms the register of applicants.

In certain situations, the following documents must be appended to the housing application before the signing of a lease: certificate of the amount of pension received (gross €/month), tax certificates of all individuals moving into the apartment (tax decision and the breakdown section of the pre-completed tax return on the last submitted tax return; the real estate tax decision may be requested for real estate), statement of the fair value of the assets if one of the members of the applying household has assets, as well as any other certificates that the applicant wishes to evoke, such as a court decision on the obligation to move out. If a lease is later signed, the data mentioned above will be a part of the register of tenants and residents. If a lease is not signed, this data will remain in the register of applicants.

Lahti Foundation of Housing and Services for the Elderly also collects data on tenants and apartment residents in its own register (register of tenants and residents). In addition to the data mentioned in the register of applicants, we collect the following personal data on tenants and residents in the register: name, e-mail address and telephone number as well as other personal data that is necessary for administrative purposes. We collect this data in order to run our housing company’s everyday operations.

Our website saves cookies from the terminal device used when you visit our website. The collected cookies are processed collectively, and they are not used to identify individual users. Cookies are utilised only for the development of the website.

3. Data sources and retention of data

We receive the collected personal data from applicants, tenants and/or residents themselves, and it can also be updated with data obtained from official sources and/or other service providers to ensure that the data in our registers is up to date.

If an application does not lead to a lease, we will retain the personal data in the register of applications in accordance with the instructions of the Housing Finance and Development Centre of Finland (ARA) (instructions on the retention and disclosure of data).

We will retain the personal data in the register of tenants and residents for as long as the tenant and/or resident lives in an apartment of the foundation. However, the personal data can be retained and used after the individual has moved out for as long as and to the extent necessary for the purposes of invoicing, debt collection and legal action.

4. Disclosure of data

With regard to the disclosure of personal data, we apply ARA’s instructions on the retention and disclosure of data on tenancy to the retention of data. In so far as these instructions do not restrict the disclosure of personal data, the personal data is accessible to the foundation’s Board and the auditor for the performance of their own duties as well as the debt collection company in charge of the lease ledger and debt collection for the implementation of debt collection. Additionally, the data can be disclosed to a resident of the building or a government agency in the manner required by legislation. All processing of personal data is carried out with respect for the privacy of the individuals in the register, keeping the received information secret.

5. Protection of data

Lahti Foundation of Housing and Services for the Elderly ensures that all the personal data known to it is kept appropriately, and the foundation also requires its subcontractors who process the data to observe the same policy. The personal data processed by the foundation can be located on the servers or in the equipment of external service providers in order for us to ensure the implementation of a sufficient level of data security. We keep paper documents in a locked, fireproof facility.

6. Rights of data subjects

Data subjects have the right to access their personal data and request their personal data to be rectified, updated or deleted at any time. However, personal data that is necessary for the implementation of the purposes specified in this Privacy Policy or required to be retained by law or decree cannot be deleted. Data subjects also have the right to object to or limit the processing of their personal data to the extent required by law.

If a data subject feels that the processing of their personal data is inappropriate, they have the right to complain to the Data Protection Ombudsman, whose contact information can be found on the Data Protection Ombudsman’s website:

Requests to access the data in the register of applicants and residents of Lahti Foundation of Housing and Services for the Elderly must be submitted in person and in writing at the foundation’s office (Laaksokatu 17, 15140 Lahti). For the verification of identity, the individual submitting the request must be able to present official identification. The foundation will send the requested data within two weeks of receiving the request.
